Been thinking about some product that would intercept the PPC,yet allow it to continue to your web site. If click buys the deal on PPC goes thru, if not no cost. It is doable, even with the search engines in use today. Legal,? Not sure, but it would sure save a huge amount of PPC money going to fatten Googles bottom line as well as other similar search engines.
